<p><span style="font-size: 10pt;"><strong>Pricing Manager – Federal Contracts </strong></span></p> <p><span style="font-size: 10pt;"><strong>This is a fully remote position; however, candidates must reside within the Eastern Time Zone/East Coast region to support business operations, collaboration requirements, and periodic in-person meetings.</strong></span></p> <p><span style="font-size: 10pt;">Approximately 10% travel may be required to support customer engagements, leadership meetings, and Business Development activities.</span></p> <p><span style="font-size: 10pt;"><strong>Position Summary</strong></span></p> <p><span style="font-size: 10pt;">The Pricing Manager is responsible for leading and managing all aspects of pricing, cost proposal development, and pricing strategy in support of federal government solicitations. This position develops compliant, competitive, and financially sound pricing solutions across multiple contract types while coordinating with internal stakeholders, and teaming partners to ensure timely and accurate proposal submissions. This position reports directly to the Director of Contracts.</span></p> <p><span style="font-size: 10pt;"><strong>Key Responsibilities</strong></span></p> <ul> <li style="tab-stops: list .5in;"><span style="font-size: 10pt;">Lead analysis and development of compliant proposal cost volumes including cost narratives and cost/price proposals in response to Requests for Quotations (RFQ) and Requests for Proposals (RFP) requirements and develop ancillary pricing requests for active contract modifications as needed.</span></li> <li style="tab-stops: list .5in;"><span style="font-size: 10pt;">Develop and maintain detailed cost models, pricing templates, and financial analysis tools to support proposal efforts and program execution.</span></li> <li style="tab-stops: list .5in;"><span style="font-size: 10pt;">Perform direct labor benchmarking and market analysis to support competitive labor pricing strategies.</span></li> <li style="tab-stops: list .5in;"><span style="font-size: 10pt;">Conduct price-to-win (PTW) analysis and pricing strategy evaluations.</span></li> <li style="tab-stops: list .5in;"><span style="font-size: 10pt;">Coordinate proposal pricing efforts, including:</span></li> <ul> <li style="tab-stops: list 1.0in;"><span style="font-size: 10pt;">Formal RFQ issuance and tracking for teaming partner pricing submissions</span></li> <li style="tab-stops: list 1.0in;"><span style="font-size: 10pt;">Collection, review and FAR-based pricing/cost realism documentation of labor rates from teaming partners</span></li> <li style="tab-stops: list 1.0in;"><span style="font-size: 10pt;">Leading Green Team reviews with leadership to include pricing assumptions, preparation of project income statements with varying levels of profitability in accordance with CFO policy, and validation of supporting documentation for submission</span></li> <li style="tab-stops: list 1.0in;"><span style="font-size: 10pt;">Collaborate with external Pricing consultants when required</span></li> <li style="tab-stops: list 1.0in;"><span style="font-size: 10pt;">Cost/Price proposal submission with Proposal Coordinators</span></li> <li style="tab-stops: list 1.0in;"><span style="font-size: 10pt;">Cost/Price compliance reviews</span></li> </ul> <li style="tab-stops: list .5in;"><span style="font-size: 10pt;">Manage pricing activities across all contract types</span></li> <li style="tab-stops: list .5in;"><span style="font-size: 10pt;">Develop and maintain labor category/pricing details in a centralized location (i.e., SharePoint) to maximize information sharing for future proposals.</span></li> </ul> <p><span style="font-size: 10pt;"><strong>Required Qualifications</strong></span></p> <ul> <li style="tab-stops: list .5in;"><span style="font-size: 10pt;">Bachelor's degree in finance, accounting, business administration, economics, or related field.</span></li> <li style="tab-stops: list .5in;"><span style="font-size: 10pt;">7+ years of demonstrated experience in Federal contract pricing and cost proposal development including development of cost narratives, basis of estimates, cost models, labor benchmarking analysis, PTW assessments, and use of external pricing tools (i.e., ERI).</span></li> <li style="tab-stops: list .5in;"><span style="font-size: 10pt;">Demonstrated supervisory experience for junior pricing staff.</span></li> <li style="tab-stops: list .5in;"><span style="font-size: 10pt;">Strong working knowledge of FAR, DFARS, CAS, and government procurement regulations related to pricing and cost proposals.</span></li> <li style="tab-stops: list .5in;"><span style="font-size: 10pt;">Experience managing pricing efforts involving external teaming partners and for all contract types.</span></li> <li style="tab-stops: list .5in;"><span style="font-size: 10pt;">Understanding of Service Contract Labor Standards (SCLS), Collective Bargaining Agreements (CBA), escalation methodologies, and labor category mapping.</span></li> <li style="tab-stops: list .5in;"><span style="font-size: 10pt;">Advanced Microsoft Excel skills (i.e., complex formulas, pivot tables, and financial modeling).</span></li> <li style="tab-stops: list .5in;"><span style="font-size: 10pt;">Strong analytical, organizational, and communication skills.</span></li> <li style="tab-stops: list .5in;"><span style="font-size: 10pt;">Ability to manage multiple proposal efforts and deadlines simultaneously.</span></li> <li style="tab-stops: list .5in;"><span style="font-size: 10pt;">US Citizenship </span></li> <li style="tab-stops: list .5in;"><span style="font-size: 10pt;">Ability to obtain a secret clearance verifiable in DISS. </span></li> </ul> <p><span style="font-size: 10pt;"><strong>Preferred Qualifications</strong></span></p> <ul> <li style="tab-stops: list .5in;"><span style="font-size: 10pt;">Experience supporting NAVSEA, DoD, or other federal agency contracts.</span></li> <li style="tab-stops: list .5in;"><span style="font-size: 10pt;">Experience with pricing/proposal software and ERP/accounting systems.</span></li> <li style="tab-stops: list .5in;"><span style="font-size: 10pt;">Experience supporting large IDIQ vehicles and GWACs (i.e., GSA MAS, and/or SeaPort NxG).</span></li> </ul> <p><span style="font-size: 10pt; font-family: Verdana,
