Supervisory HR Specialist (ER/LR)
Duties
Duties include but are not limited to: Responsible for supervising the following functions in Human Resources: Employee Relations/Labor Relations, OWCP, Retirements, Family Medical Leave Program (FMLA), Personal Identity Verification Project, Personnel Suitability and Security Program, Performance Management, federal leave and other benefit programs for the VAMC. Performs a full range of supervisory duties relating to supervision of HR specialists and assistants. Plans and directs work to accomplish employee/labor relations and benefits, assigns tasks, evaluates work performed, advises employees, handles employee complaints, grievances and minor disciplinary problems.Evaluates effectiveness of operations supervised in terms of monitoring production, mission accomplishment, quality and quantity standards, procedural policy, regulatory compliance, and technical competence. Makes changes and balances work assignments and workflow to increase effectiveness of operations supervised. Assists HRO with interviewing candidates for positions in the service, recommending appointments, promotions, and training needs; and actively identifies methods to improve production or increase the quality of work.
Continuously monitors, evaluates, and adjusts plans, considering operating officials' needs and viewpoints, regulatory and legal limits and organizational change. Makes decisions in especially complex or difficult cases by applying conflicts or very general precedent cases in solving such problems. Interprets and clarifies policies for managers and employees.
Prepares and presents HR program specialty training courses for managers and supervisors. Develops new operating procedures as necessary to deal with emerging human resource management issues within the serviced area. Provides guidance and direction assuring the accuracy and timely processing of all personnel actions.
Responsible for the adjudication and suitability determinations on SAC and background investigations for employees, volunteers, contractors and students at the VAMC. Serves as back up when Employee/Labor Relations Specialist is unavailable or times of heavy workload.
First time supervisors are subject to a one-year supervisory probationary period.
Qualifications
Experience and/or Education Requirements:One full year of specialized experience with the particular knowledge, skills and abilities to perform successfully the duties of the Supervisory Human Resources Specialist (Employee Relations/Labor Relations) GS 12 position and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to the GS-11 level in Federal service to qualify at the grade 12. Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held.
Specialized Experience:
Applicants must have One full year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization.Examples of specialized experience would typically include, but are not limited to:
*Experience as a lead or senior Human Resources Specialist (Employee/Labor Relations) that included researching laws, regulations, Executive Orders, court decisions, FLRA decisions and MSPB decisions
*Providing guidance to managers and supervisors on performance or conduct-related matters
*Providing technical assistance and performing work as the subject matter expert on investigating grievances, reviewing complaints, ULP charges and routine settlements or withdrawals
*Ensuring open communication between Management and Labor and promoting alternate dispute resolution
*Preparing disciplinary and adverse actions for management signature with accuracy
*Assisting Regional Counsel or General Counsel as required in preparation of MSPB cases or other appeals of labor-actions
*Providing assistance to managers and supervisors in the development of performance appraisals, elements and standards
*Providing guidance to management on Performance Improvement Plans (PIP) and performance-based actions
*Experience managing a federal leave program to include Family and Medical Leave Act (FMLA) and Voluntary Leave Transfer Program (VLTP) and providing accurate guidance and assistance to supervisors and managers on leave and absence issues.
